In his initial bid for election four years ago, Mark Sutcliffe presented a comprehensive platform with over 170 promises. Among these commitments were pledges to maintain low taxes, increase paramedic presence, plant one million trees, and address issues with the LRT system. As Sutcliffe seeks re-election this October, a review by CBC examines the extent to which he fulfilled these promises during his first term.
According to Tahera Mufti, the director of communications for Sutcliffe, the Mayor’s team asserts that he has met over 90% of his commitments, a claim supported by their policy tracker. The tracker indicates that 86 promises have been fully completed, while 75 are considered “done and ongoing,” signifying ongoing efforts or pending results. However, there are 11 promises that have not been entirely fulfilled, with some still in progress and a few showing no action taken.
Furthermore, the policy tracker notes that Sutcliffe has “pivoted” on 27 promises, including some that are marked as delivered. To provide a comprehensive evaluation of Sutcliffe’s performance, CBC independently assessed key promises in six critical areas to verify the status of his commitments.
Taxes and spending were central to Sutcliffe’s campaign promises, including a pledge to limit tax increases to a maximum of 2.5% annually. While he adhered to this commitment for the initial two years, subsequent tax hikes exceeded this threshold due to economic factors. Notably, Sutcliffe initiated a spending review that yielded significant efficiencies, although certain promises, such as reducing recreation fees, were not realized as intended.
In terms of public safety, Sutcliffe successfully fulfilled his commitments to bolster emergency services by hiring additional paramedics and police officers. Efforts to mitigate “level zero” ambulance shortages were effective, with a substantial reduction in incidents. However, challenges persist in improving safety in high-crime areas, despite implementing various crime-fighting measures.
Regarding transit, the LRT system posed a significant challenge for Sutcliffe, who vowed to address issues stemming from its troubled rollout. While progress has been made in implementing inquiry recommendations, ongoing technical problems continue to plague the system. Additionally, plans for future LRT expansions face uncertainties due to funding constraints.
Sutcliffe’s initiatives in roads and transportation included substantial investments in infrastructure maintenance and traffic management. Notable achievements include enhancing cycling infrastructure and advancing road realignment projects. However, certain commitments, such as addressing noisy truck traffic, remain partially fulfilled.
In the realm of housing, Sutcliffe aimed to boost affordable housing by facilitating new developments and streamlining approval processes. While progress has been made in housing starts and policy adjustments, challenges persist in meeting ambitious housing targets within the specified timeframe.
In addressing environmental concerns, Sutcliffe took steps to promote sustainability by phasing out single-use plastics and enhancing energy efficiency in city buildings. Despite successes in certain areas, such as tree planting initiatives and renewable energy adoption, some environmental goals, like waste management strategies, face hurdles in implementation.
