Vancouver Housing Construction Slumps By 42%

Housing construction activity in Vancouver saw a significant decline of 42% in July compared to the same period last year, indicating a challenging environment for new home development due to escalating costs. Mike Drummond, the CEO of the Urban Development Institute, described the current situation as the most severe housing market downturn in the past three decades.

According to the Canada Mortgage and Housing Corporation (CMHC), a housing start marks the commencement of construction when concrete is poured into a foundation. Vancouver witnessed 1,810 housing starts in July, a stark contrast to Toronto’s 10% decline and Montreal’s 3% increase during the same period.

Tania Bourassa-Ochoa, the deputy chief economist at CMHC, highlighted the slowdown in various markets, particularly in Vancouver, Calgary, and Toronto. Despite the challenges in initiating new projects, the existing high volume of homes under construction will continue to contribute to the housing supply.

Drummond emphasized the urgent need to reduce construction expenses by lowering taxes and fees on housing. He also pointed out that Canada’s ban on foreign homebuyers is set to expire in 2027, suggesting that the country could draw lessons from Australia’s approach to managing foreign purchases to avoid inflating existing housing prices.

Andy Yan from Simon Fraser University’s City Program raised concerns about the affordability of homes, noting that a significant portion of unsold condo units in Vancouver are priced above $1 million. He questioned the alignment between the cost of new housing units and local incomes, emphasizing the need to address infrastructure costs associated with each housing unit.

As discussions on addressing construction costs and housing affordability continue, caution is advised when considering replicating strategies from other countries. Yan emphasized the importance of thorough data analysis and a comprehensive approach to avoid repeating past mistakes in the real estate market.
