Russian President Vladimir Putin welcomed U.S. special envoy Steve Witkoff to a lavish imperial palace to discuss new strategies for resolving the conflict in Ukraine. This meeting in St. Petersburg at the Constantine Palace marked the ninth face-to-face encounter between Witkoff and Putin. It took place amid concerns in Kyiv and its allies that the U.S. might be stepping back from supporting Ukraine, occasionally withholding real-time intelligence on Russian attacks.
Putin initiated the talks with a gesture of goodwill by releasing retired American school teacher Stephen Hubbard. Hubbard, a 74-year-old from Michigan, was detained in April 2022 over accusations of manning a military checkpoint in Izyum, Ukraine, where he had lived for almost ten years. Despite denying the charges, Hubbard was later sentenced to six years and ten months in prison.
Expressing gratitude to Putin, Witkoff acknowledged the humanitarian aspect of the release, saying, “You talk so much about my president, President Trump, being a humanitarian. You are a humanitarian also, sir, and I salute that.” Putin has been the subject of an International Criminal Court arrest warrant since 2023 for alleged war crimes related to the deportation of children and transfer of people from Ukraine.
Witkoff’s visit to Russia followed productive discussions in Oslo with Ukrainian President Volodymyr Zelenskyy, leaders from Finland and Norway, and representatives from Europe and NATO. While Witkoff, a real estate magnate akin to Trump, lacked diplomatic experience until recently, concerns have been raised about potential conflicts of interest due to his and fellow envoy Jared Kushner’s extensive global business dealings.
Putin has shown little inclination to compromise on his key war objectives, aiming for full Russian control of eastern Ukraine’s Donetsk region and blocking Ukraine’s NATO membership. Relations between the U.S. and Ukraine have soured following Trump’s announcement of a diesel export deal with Russia, impacting fuel prices and Republican prospects ahead of the upcoming midterm elections.
Recent reports from the Wall Street Journal indicated that Elon Musk had ordered a slowdown of the Starlink satellite service for military use, affecting Ukraine’s ability to execute strikes on Russian targets and defend against drone attacks. Calls have been made for Musk to testify under oath regarding national security decisions and potential interference in Ukraine.
In the ongoing conflict, four individuals, including two elderly Ukrainians, were killed in Russian attacks targeting energy facilities across multiple regions. These strikes, part of Russia’s efforts to disrupt the Ukrainian energy grid, underscore the escalating tensions in the region.
